There is nothing stopping you from submitting articles in PHP. Whilst you are right that there is no PHP in the list of languages (I''m posting a bug/feature request about this and the credit is yours) but you can type PHP in the tags (which I think populates the language list but I''m not sure) and also you can easily email your article to the submission team and they''ll post it up for you. However, the second method means that you''ll have to wait for a day or two before the article is posted.
