I think you guys misunderstood his question. I don't think he's asking about an IDE; I rather think he is asking for a way to develop GUI aplications 'visually'. There are a bunch of good IDEs for ruby out there (I personaly use Eclipse), but I don't think there is a GUI design tool for ruby. What you have to do is to choose a widget library (I use wxruby) and code it in hand. There are many widget libraries around too, like fxruby, qtruby, etc. Hope it help.
