You are not making a third party request - you will be a first party. We had no problems registering as a UK company, applying for our ERN and then making an encryption registration request.

The whole process is very automated now - when we submitted our supporting documentation for the encryption registration, we got the approval automatically by return, so I suspect either they have amazing AI that reads your PDF and searches for key words ... or this is just an administrative burden where you are obligated to supply documents that no-one actually reads in the vast majority of cases ;-)
