I have downloaded the .Net Framework 3.5 SP1 (Full Package) to install on a computer with no Internet connection. Even with the full package it requires to download about 20mb of data. If I continue with the installation it will try to perform the download, fail the 5 attempts to connect to Microsoft's servers then finish normally.

It turns out there is no offline installer for the full .Net Framework 3.5 SP1

As stated by Luca the Full Package is not meant to be installed offline. But you can still use it on an off-line workstation. Once all the connexion have failed the install will proceed normally. Also download these updates to add after installation.
