Offline documentation is not available, unfortunately. Please vote for this request:

• IDEA-28657 IDEA help should be available in PDF format

Note that IDEA Ultimate comes with the offline help (F1) that is available in help/ideahelp.jar. It's in JavaHelp format and not very handy to read outside of IDEA, but you can unpack it and open in a browser.

I'd still prefer a specially formatted version in PDF/EPUB/Mobi formats that can be read on other devices rather than only on the desktop.
