I have a bunch of HD videos in a shared link of Google drive. Is it possible to somehow convert these online into any other lower size video formats(360p,480p) and then download it?

I use this. It integrated directly with Drive. It doesn't do batch conversion, but it works.

Edit: And if you don't use Chrome, you can visit the site directly. It'll still work.

Edit 2: http://CloudConvert.com is also a valid option if you're not converting a lot of files at once and your files are smaller than 1GB.
