I have two system that I've installed Eclipse (3.6) and the Android development tools (SDK, ADT). They both have the same versions. However, on one system, under the File -> New menu, there are Android specific items - New Android Project, New Android XML file. But on the other, those specific menu items are not there. As to why they weren't there in the first place, the most likely cause would be that the ADT contributes various things to the Java perspective, and these changes don't take effect until the perspective is reset after installing the ADT.
