I need to know if i have an exe file in my local drive through which i can communicate to a webpage.

For example:
The exe file will have an option called refresh, when this button is clicked it should refresh the page that is on the web browser.

Yes - you can embed the webpage in your app by adding a WebBrowser control[^] to it, and calling it's Refresh method[^] when you need to.
You could communicate with the user's regular browser and "force" a refresh by sending it the F5 key...but that is fraught with problems since with most browsers it's difficult (if not actually impossible) to be sure you are refreshing the right page.
