No, there is no way to prevent that.  The Project Server system will allow team members to enter Actual Work any time, including before the project Start date, after the project Finish date, or even during nonworking time such as weekends or holidays.  The only way to prevent team members from entering a task update before the project Start date is to tell them not to do this, and then hold them accountable if they disobey the directive.  Hope this helps.
