Please forgive me as I am a complete beginner in this program and even to me this seems like something I should be able to figure out, but so far no joy.  I have a very dark blue background layer and I am trying to put a few points of lights (stars) on it.

Try making very small white filled ellipses.  Then add a Gaussian Blur in the Effects palette.  You can also vary the transparency using the Fill Opacity slider.
