I have scanned logo that is nothing more than a solid filled block of letters.  It is in JPEG format.  How do I change the color of it?  Basically, I just want to change the black fill in it to blue and that sort of thing.

Expression Design is a vector editor so you won't find the pixel editing feature you're looking for. You could try the Live Effect color options. Or, you could try converting the pixel image to vector (Option > Image > Trace Image) and then recolor the vectors.
