If I understand correctly there are 2 exams I need to take.

Hi,
You are correct in that you need both exams to acheive teh MCTS Web certification.   With regards to training, you go to any provider you like, read books, take e-Learning classes and learn by using the product.  To take the exam the only requirement is to schedule an appointment through Prometric.  If you choose instructor led training there is no requirement to stay with one training center.
