I recently created and renamed an additional pay-as-you-go subscription in order to segregate billing by site. Now, however, when I try to create a VM the majority of the sizes no longer seem to be available - most critically the < $50/month ones. I have tried changing regions with no effect. The image used was Server 2016 Core Datacenter (smalldisk), though I also tried the non-core and non-smalldisk versions with the same result. This is a pretty bare account, no resources created so far.  What might be the cause for this?

Few things we can check

1) Make sure you have a valid credit card on file and associated with the subscription

2) Go to your subscription in the portal and check the "Usage + Quotas" tab to see if you have any restrictions 

3) Check the resource provider tab in your subscription to ensure Compute is enabled

4) I assume you are the subscription admin but if not make sure you have the correct permissions to create a VM. You can check this by going to Subscriptions -> Access Control 

Finally, if all that looks good you can open a ticket to Subscription & Billing. These tickets are free to open and be done from the "Help + Support" tab in the portal. The subscription team will have access to the back end information and if there is something out of wack they should be able to correct it. If you decide to open that ticket feel free to share the ticket number here and I can follow up on it as well.
