It would depend on what you need to do exactly and what experience you have. If you need to create a GUI and have no experience programming go with VB. If you need a GUI and have experience in C like languages I would go with C#. If you don''t need a GUI Java or C# would work. Overall I would try and stick with the .net framework as there a ton of useful libraries that will make your life much easier :3

This is a very subjective question and largely depends on what experience you have in programming. I would probably use C++ for a straight downloader, but switch to C# if I wanted to put a nice visual front end on it. Someone else may well choose VB.NET, pure C, Pascal etc.
