I have developed C# windows applcation tried to run exe in Laptop then its blocked by Antivirus software. I want to run the applciation as a background and its for monitor.

How to solve this issues?

So probably your monitoring is blocked because the heuristics of the antivirus interprets that the program is not legitimate. If you trust the application you can give the program a permission to run from the antivirus software you use.

What comes to other computers they also need to give the permission but that's out of your control unless you are the person managing these privileges in the specific environment.

Try to find, what's blocked. Some time ago Avast blocked C# application with Directory.CreateDirectory() method for instance
