What level are you at as a programmer? A task like this will require a detailed knowledge of C++, C# or Java, also the operating system your program will run on (Windows, MacOS, Linux etc), the internal formats of all executable programs and any other files which have the ability to run code (Word, Excel for example).

You will also need to build a database of all known viruses, and be able to keep that up to date on a daily if not hourly basis.
