You can't.
Text files don't have a "format": heck, they don't even really have "lines" - just "line end characters" which vary from system to system and just indicate that an application processing the data can, if it wants to, start a new line at that point.

All formatting is application specific, even text files are in reality a form of binary data, which is restricted to a smaller "set" of values and interpreted via a font family. Different applications will interpret file data content differently, and they may or may not use that to format the data when it is displayed.
There is no "format any type of file" in any system.
