This might be quite complicated. Azure Stack requires a fixed size .VHD format, just like Azure does. VMware VMs tend to be .VMDK or another file format.

There are conversion tools you can use to adjust the format, but they are not always successful and can have issues. Your other option is to use Azure Site Recovery to migrate the VMs from VMWare to Azure, then migrate from Azure to Azure Stack.

When you have the disks in the fixed size .VHD format, you can bring them over to Azure Stack by creating VMs wiht a custom image. You can do this with a template, or with Azure PowerShell.
