I setup a simple file directory from the Portal but I can't get to it any other way, either remotely through Windows or via RDP from the virtual server in the Azure system.

Is there some documentation that will show me the step by step on how to setup and use the File Storage?

you shouldn't be using either of them. When you authenticate to an Azure file share, you need to provide the storage account name and one of two storage account keys. The steps are described in https://docs.microsoft.com/en-us/azure/storage/files/storage-how-to-use-files-portal
