Thank you for posting in MSDN forum.

For Windows 10, Net Framework 3.5 and 4.6, they are pre-installed within it, you could directly go to Control Panel > Programs > Programs and Features to check if you have enabled them:

Even if you enabled them, they also won't show on the Control Panel.

If you need find some components on your machine, which they don't appear at Control Panel, you could use msiinv:
