recently I had seen a none option in the VM Scale set load balancing. Please let me know how the VM load balance or task scheduling will work if there is no load balancer in the front end of the VMSS pool.

I think if we are not choosing Load balancer or Application gateway as the option, Then we need to take care of load balancing option.

Other scale sets features like autoscaling etc will work without load balancing option also.

One use case i think of is Jenkins slaves.  Lets say we need a group of slaves with similar configuration and all of them will be added as slaves to the jenkins master.

In that case we dont need any load balancing option because jenkins agent will be installed on the slave nodes and it will communicate directly.

We can autoscale the number of vms based on the load to the jenkins server. We can also update the slave OS configuration one go to all the machines.
