This is a licensing question, as I and the Microsoft Partner Support couldn't find a definitive answer for, and the question is as follows. Can a License for Windows Server 2019 Standard be used to fulfill the compliance requirement for being a Windows Server Subscription License for use with the "Azure Hybrid Benefit for Windows Server", where you are allowed to use your own license for activating a Windows Server VM in the Azure Cloud Virtualization environment. With the Microsoft Action Pack Subscription, you receive 16 licenses of Windows Server 2019 Standard. If I place one of those licenses on the server that will be created in Azure, and never move that VM out of Azure, will this be compliant?
I have scoured all the FAQS in the Partner Network knowledge base, and all the FAQS in the Azure Hybrid Benefit for Windows Server, and neither say yes or not. The license is from a subscription, but the type of subscription is unique, so that doesn't necessarily qualify it for the desired use. Without a clear answer, I want to hold off on creating the VM, as I do not want to be out of Compliance as a Microsoft Partner, and I don't want to pay more than I need to for the VM to be hosted in Azure.

It seems that the licenses you get with the Action Pack Subscription would fall under these categories
Looks like you would need to deploy a data center edition but the stand licenses you have should work for activation.
