I am unable to get VMs (Windows/Linux) to display performance monitors charts right out of the gate. All charts display "Error retrieving data". I've disabled/re-enabled the Insight providers on my Azure portal; as well on ASDK adminportal and still no charts.

Have you installed the diagnostics extension on the VMs? If so, check the extension status to make sure it is working properly, and you have configured it to capture the desired metrics.
