I've been searching high and low for the mentioned "feature" and get the answer i'm looking for.
At the moment, I assumed that it doesn't have such feature and user are required to go through 2 portals to deploy resources in the cloud and locally.

目前，您只能通过portal.azure.com或相关的API接口（CLI，PowerShell等）部署Azure公共资源。 

At the moment, You can only deploy Azure public resources via portal.azure.com or associated API interfaces (CLI, PowerShell, ect). 

Azure Stack拥有自己的本地API输入，这就是Azure Stack门户与之连接的内容，您目前无法通过Azure Stack Portal部署Azure公共资源。 

Azure Stack has it's own local API input, and that is what the Azure Stack portal interfaces with, and you cannot currently deploy Azure public resources via the Azure Stack Portal.
