I want to enable/install full-text search capabilities on the default SQL Server Express Edition that Visual Studio 2017 has installed on my PC. I've looked at the properties through Visual Studio-> SSDT's Sql Server Object Explorer of the version running on my system and, it is, indeed, SQL Server Express Edition (not localDb).
I'm guessing most beginning developers don't require this feature/capability so Microsoft leaves it up to the developer to install later when/if they need it. I think it's a good default decision. But I need to study for the 70-461 exam.
So, am I correct in assuming that the solution is to install the stand-alone SSQML 2017 to modify the default installation by Visual Studio 2017 (Community Edition by the way).

Welcome to the MSDN forum.
As i know,SQL Server Express with Advanced Services and SQL Server Express with Core Service are just two installation medium rather than SQL Server editions. when you installing the SQL Server Express, the Feature Selection page is different between using advanced media and core media. SQL Server Express Advanced includes SQL Server Engine, Full Test Services and Reporting Services.
The following screenshot shows the Feature Selection page for using advanced installation media.
You can use : https://my.visualstudio.com/Downloads?q=SQL%20Server%202017%20Express&pgroup= to search "sql server 2017" and "download" to choose what you want to (before that, you need to join in Dev Essential and sign in you MS account).
As a result, If you want to install the Full Text Service, please installing the SQL Server via the advanced installation media and selecting the Full-Text feature in the Feature Selection page. On Successful installation of the feature you will see SQL Server Full-text filter Daemon Launcher services in the SQL Server Configuration Manager. Make sure this service is started before attempting to use Full-Text Search.
