Unable to add the Cortana channel.

At this time, the Cortana channel is only available in Bot Framework accounts that are associated with a Microsoft account. To connect a bot to Cortana, you must create a Bot Framework account using your own Microsoft account. More information.

Hi John.  As of now, you can't use an Azure Active Directory account to create skills.

To get around this, head over to outlook.com and create a personal microsoft account (MSA).  Then sign up for a 30 day free Azure free trial for the bot. At the end of 30 days, update the account to pay-per-use.

Unfortunately you will need to handle the billing separately.  But there are a few work arounds to get access to resources or develop on your AAD.
