As far as I know, The Radio Interface Layer (RIL) provides an interface that handles the communication between the CellCore system software and the radio hardware.  So I think you need not to sent AT Command, and just call the function provided by RIL.

 

Second, you can see the source codes in RIL in Windows CE SDK

WINCE600\PUBLIC\CELLCORE\RIL

I think the codes in this project will help you to send AT command.
