Each project can have it's own currency, as defined in the MS Project options. In terms of resources, this is more difficult. I would create a custom resource field that displays the currency type (USD, GBP etc) and just hold the actual rate in Project Server for each resource. In terms of getting the true cost of a project/programme/portfolio, with different currencies, then this is something which is going to be a manual job or done via some fancy reporting taking into account the currency types and conversion rates (which would need to be held somewhere or referenced via the web during report creation)
