After rebuilding my ASDK to 1.1809.0.90 and successfully registering it with AAD my users cannot create subscriptions as when they try to select an offer the portal just shows "Loading".  I have confirmed that the offers I created are public but even I cannot choose them when I logon (same issue "Loading").  Any ideas on how to fix this?

you can try to reset IIS by running this PowerShell Script: 

     Enter-PSSession -ComputerName AzS-WAS01

     Import-Module WebAdministration

     IISReset

If that does not work, you can try to stop and start Azure Stack.
