It's not due to the permissions in both the pages and photo album that I am to retrieve the images from nor is it because of the query because I rechecked the code and it is fine. The area just doesn't show anything in the publishing page.

Some users can view the web part area but for the ones that cannot... when viewed in another browser/ PC, he can see the web part as well.

Please check the ULS log to see if some errors occurs, for SharePoint 2013, by default, ULS log locates in
"C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\15\LOGS".

And using IE F12 developer tools to check if some JavaScript errors.

If the web part is a custom web part, I suggest you provide some code for further research.
