So you could install Windows 8 in a virtual environment like Hyper-V as long as that supports Hyper-V itself (for the emulator).  If you don't care to use the emulator than any virtual environment would let you develop your code.  You would need to connect a physical device or upload as a Beta App to test what you have written however.
