I have virtually the same problem on a Sony Vaio Duo 13 (with a Core-i7 Haswell processor).

I've been into the BIOS, and have turned on Intel Virtualization, but the other things mentioned in the article aren't there (and don't seem to be named different things).

The Coreinfo data is:

Even though I fully turned off the computer in between the BIOS enable and the attempt, it wouldn't work.

What fixed it was re-installing/repairing the WP SDK. Something must have gone wrong during the initial install, because once repaired, I was prompted to escalate privileges, and once that was done the emulator started up without trouble.
