When I launch the dashboard for the first time it asks for firewall permissions.  Did you see that dialog? Did you give it the requested access?

并确认Windows IoT Remote Client具有公共和私人访问权限。

You can check by going to Control Panel\System and Security\Windows Defender Firewall\Allowed apps and confirming that the Windows IoT Remote Client has both public and private access.
