Hi Igor, looks like the Hypervisor didn't start. Verify by creating a new dummy virtual machine in the Hyper-V manager and start it. If you get the same error message then look for Hyper-V hypervisor errors in the event viewer under the system log. For example:

Most likely issue is that your machine isn't capable to run Windows Server 2016 Hyper-V components. Also run the Azure Stack deployment checker to see if there are any issues. https://gallery.technet.microsoft.com/Deployment-Checker-for-50e0f51b
