I assume you are talking about Windows 10 IoT Core.

I didn't reproduce your issue and got a different result. For my test result, the kernel crash dump is the big factor effect the time of freezing and the time is very short (seconds not minutes). The time is spending writing the dump and indicates as well with a percentage complete count down on blue screen.

The time is from I trigger the blue screen to the device enters the restart process. 

I trigger the blue screen using the following PowerShell command:

Get-Process | Stop-Process -Force

I use Raspberry Pi 3 with new flashed/clean image from dashboard(version:16299). The result is:

• Kernel crash dump is enable and UWF is disable, the time is about 40 seconds.

• Kernel crash dump is disable and UWF is disable, the time is about 16 seconds.

• Kernel crash dump is enable and UWF is enable, the time is about 40 seconds.

• Kernel crash dump is disable and UWF is enable, the time is about 16 seconds.

I set kernel crash dump via device portal like this:
