I would like to upgrade the OS of my working machine to Windows 8. When I tried developing and testing a Surface 2.0 App on Windows 8 on a separate computer, I found that the Input Simulator couldn't work properly.

As far as I know it is not possible to run the Simulator on Windows 8. The Simulator uses some core systems from Windows 7. I'm afraid you will have to keep 2 systems one for Surface 2.0 development and one for Windows (Phone) 8 development.
