Well you could do the brute force method and just do a word-for-word translation using some sort of dictionary, not sure if there are free online (meaning downloadable, not web service) language-to-language dictionaries, a Google search will help with that.

The right way to do it though is to do a contextual translation using sentences (which is what Google Translate does). Many many people on Google's dev team took many many months to come up with what they did, and is probably beyond your scope of expertise (no offense). This would require some sort of context analyzer, analyzing nouns, pronouns, verbs, tense, gender, etc to come up with the right translation. I'm pretty sure there isn't a reference to developing one, since it would be worth quite a bit of money (think Google Translate, real-time phone translation, etc). These are probably proprietary for whoever develops them.
