How can I pass a startup parameter to a Headed program such as a URL address?(on Raspberry Pi 3) 

I need the application to auto start with the URL and I don't want to recompile it each time it changes

I would normally pass a command line argument at startup, but that is not an option.

So I thought maybe setting a registry value, but I do not see how to read the values in an application.

How is this generally done?

why not read the url from a file in application folder

would make life much easier and its supported as you don't need to pass parameters on startup
