If you're using Windows Embedded 7, you still have access to the Switch User option in the Ctrl+Alt+Del menu.  If this is disabled through Group Policy, there are a number of options.

1) Add an easter egg icon or button to the UI to call an API such as LockWorkStation().  There should be some protection such as a PIN to keep guests out who discover it.

2) Use a hardware key to call this API.  Some people use a manager key (an actual key lock), RFID, or Magnetic Swipe Card.  All of these plug into the USB port and can easily be accessed.  I recommand POS for .NET as this would all the easiest way to access them through C# or VB.NET.  This is a free library that we made library and support it on these forums also.

3) Through one of the above options, call an escalated administration application.  This would trigger UAC which would force entering an administrator password, but would provide security and access to configuration.
