I suggest that you could try to use the Acylic effect in the UWP app. Acrylic is a type of Brush that creates a partially transparent texture. You can apply acrylic to app surfaces to add depth and help establish a visual hierarchy. But you need to notice that it is not totally see-through effect.

About the mouse cursor, when the mouse is moving in the range of the UWP window, all of the input events will be captured by the UWP app. When you click or move the mouse, it will only works with UWP app.
