I am using MS Test Manager 2010 as well as VS 2010 Ultimate. I have a test controller with test agents installed on the Web and database servers, as well as each of our testing machines. When you mention Recommended tests I assume you are talking about the impacted tests for a given build. If that is so you can definitely turn this feature on for a build in TFS 2010.
