Embedded XP doesn't run on ARM processors.

Windows CE does, but the OS is for embedded computers and as such is not something that you buy and install.   Instead there is a development tool for building the OS for your specific board (there are no standards for the boards).  The tool is Platform Builder, which is a plug in for Visual Studio.
