I am developing an application where I have integrated Bing Ads API v8.0. I tried to migrate to v9.0 but due to some errors I have for now sticking with v8.

The problem is not related to version though. My objective is to monitor the progress of each campaign, keyword, ads etc. for accounts I have added in CPC panel. I downloaded a set of data on Feb 25th where the total Campaign and Adgroup costs was 35732.44. Then I downloaded the same on Feb 28th and the cost for the same report just is increased and it became 35822.x.

d) If (a) is correct at what point I should download the data with all calculations are made final and no further adjustment.So if our last day we want data is January 31, will the data still change as of February 25th or March 25th or is there a set time frame
at all?

I would not expect January's data to change between Feb 25 and 28, unless by chance one of the reports had a different filter applied e.g. DeviceOSReportFilter?

Please provide the SOAP request and response for each report, if you still have them. At minimum if you still have the resulting reports that would help support investigate, since the unzipped file is named after the ReportRequestId.
