As valid Visual Studio Enterprise MSDN subscribers, you don’t need to care the server license (Just download and install then configure to use, already has the server license) , TFS accessing is based on the user licensing who access your server will require a license. That means it will work well if your subscription is not expired. If someone expired, the user will be restricted. For more details on licensing, see the licensing whitepaper.
