Is it possible to use raspberry pi with windows iot on it as web server where I could deploy my asp.net mvc application?

I believe that there is currently no built-in web server support on Windows IoT but (like many things) is planned for a future release.

If you're trying to learn MVC then you'll probably have a much easier time hosting the MVC part on a PC and doing some simple comms with the Pi for control. The MVC skills you pick up will definitely be useful and perhaps transferable later.
