How do I get Microsoft Project to level within the group first and/or try to keep tasks within the same group together and/or priortised so they level nicely.

In the example below I have four parallel groups of tasks - all resourced by the same resource.

I want them to level nicely so we end up with a nice waterfall effect - instead of all four tasks running in parallel.

What is the best way to get this to happen in Project 2010 ?

Easy. Use the priority field to impose your preference for the leveling order.
Insert the Priority column into the Entry Table.
Make all of the tasks in one group have a slightly higher priority than tasks in the next group down the list.
Carefully check all of the options and check boxes in Resource, Leveling Options.
Start with the most basic leveling solution first.
Day By Day, turn off all of the check boxes. Make sure leveling order is set to Priority, Standard.
If you select a check box, just use one at a time.

Suggestion (strong recommendation):
you should not link your summaries 6, 10, 14, 18 as successors of 4 (never link summaries).
7, 11, 15, 19 have no predecessor. They should have one.
4 should be a predecessor of 7, 11, 15, 19.
