The questions I have are quite simple but at the same time quite difficult to explain. Let's see if I can explain myself.

On the one hand, in Xbox One, some of the system updates are mandatory (link), on the other hand, the Dev Center requires Anniversary Update SDK as minimum version in UWP app submissions for Xbox One.

It could happen that the latest mandatory system update be posterior to the Anniversary Update. Let's say that the latest mandatory system update is the Creators Update. In that case, an UWP app with a Creators Update as minimum version SDK  would be available to all the users. Since all users must install the latest mandatory system update to access to the Microsoft Store.

Question 1: Am I right?

If I am right, your UWP app doesn't need to support SDK versions previous to the latest mandatory system update to reach to all users, which would simplify the development of UWP apps for Xbox One (the fewer versions you support, the easier to code).
