I am attempting to use Project Server 2010 just for Portfolio Analysis. We are not using it for execution of projects (as of right now). Because of this, loading project files/project plans is a bit tedious and a waste of time. I'm wondering if there's a way I can use datasheet view to upload names of projects, their cost and maybe a date field. Alternatively, if I can do the Portfolio Analyses from a list rather than the Project Center, that would work as well.

You cannot use a SharePoint list with the Portfolio Analyses feature, it is important for PWA that those objects comply with the definitions of a project, so the answer to your last question would be no.
