There is a tool from Acumen Business called The Rule Manager that might be helpful. Haven't used it myself so it is a bit of a guess from my side. It has a central repository for storing rules and allows for exporting to BizTalk rules format. The bad thing is that the tool is not free.

Back in the BizTalk 2004 years Acumen had a free tool to merge vocabularies (and maybe policies (can't remember). The tool was called the vocabulary upgrader. It seems that they have integrated this tool into The Rule Manager tool.

Did you also try to use one central BizTalk BRE database and have all the developers connect to that? You probably end up with big problems but you can always try in a test environment.
