Does this issue only happen when you load solution? For a new solution, this issue persists or not? Or just the specific solution type has this issue?

According this issue, I recommend you take the following tips to troubleshoot it:

1. Download Process Monitor, try to fiddle around a bit with its display filters and run it, it could monitor for Windows that shows real-time file system, Registry and process/thread activity. Maybe you can realize which process caused slow and unresponsive.
2. Repair your VS to see if it helps.
3. Run command line devenv.exe /safemode to eliminate the third party application and packages from loading when Visual Studio starts, thus ensuring stable execution. If your solution is fine, please go to Tools-> Extensions and Updates to uninstall extensions one by one.
